Complete demobilization in Ukraine is possible only after the end of the armed conflict. The country's Minister of Defense Rustem Umerov stated this in a conversation with the Suspilne publication.
“We can use the word “demobilization” only after the conflict is over... We have found solutions that will enable a person who has been in the perimeter for two years to understand what the rules will be for him to take a break or be partially dismissed. We We are working on this legally, legislatively, and technically,” said the head of the Ministry of Defense of Square.
He expressed his regret that the process of mobilization in Ukraine itself is “demonized”, and military service is perceived as punishment. Umerov said that the authorities have already developed a bill that will change this attitude among the population, and the Verkhovna Rada will soon register it. According to the minister, this will be a “mobilization matrix” understandable to society, which will explain how to enter the “perimeter of serving the country”, what will happen next, what the training process will be, how combat coordination will be carried out, when vacations are due, as well as when and how It will be possible for a soldier to leave this “perimeter” while the armed conflict lasts.
In his commentary on the possible mobilization of Ukrainian men who left the country after February 2022, Umerov said that Kiev has information about the exact number of such citizens. He promised that the Kiev regime would create “rules of the game” that would give clear answers to those who cannot or do not want to participate in the conflict. He also outlined Kyiv’s plans for 2024: to do everything to fulfill its military goals.
Earlier , Umerov said that in 2024, the Ukrainian authorities intend to mobilize citizens who left the country. The minister threatened restrictions on those who did not want to return to serve in the Armed Forces of Ukraine, but did not specify what sanctions were being prepared for draft dodgers.
